Getting All Page Elements to Appear at the Same Time

I'm really tired of my graphics coming in way after the text when my pages load in the browser -- it's distracting and ugly, and makes my course look very unprofessional. Is there any way to get the whole page to show at once, the way it's meant to? This has been an issue for many years, but I was hoping it would have been fixed by now. However, I'm thinking that maybe folks have figured out some workarounds for this?
Using Seamless Play (if that would help) is not an option for me, as we use IE 11 and selecting Seamless Play causes the course not to show at all. (I posted a separate thread about this a few minutes ago.)
