E-Learning, NOT Web-Page Templates!

I don't understand -- how does putting the buttons at the bottom take up any more room on the page than putting them on the top? When I'm finished reading the page, my eyes, hands (if I've been clicking on an activity or something), and general focus is at the bottom of the page (especially if one's including instructions as to what to do next or other kind of segue there). Why make me travel up to the top? Personally, I also think that e-learning pages should, generally, be of a fixed size and that vertical scrolling should not be used in e-courses (except possibly in a text box that's showing something instructionally unimportant, like a Usage Agreement or some other formality that needs to be included). But those are arguments for a different time and thread, I guess!
