How about Layers in proper order??!

I think this is a related issue...I want to be able to draw a rectangle with no fill, but just border and have it stay on bottom when I send it to the bottom layer and lock it there.Why? For eye appeal, I often use a rectangle with no fill as a border for review questions or images that one may need to click on to see more info. When I need to go edit the image I have to make the rectangle invisible to be able to get to the image. I don't know why? I lock it down as bottom layer but it just keeps floating to the top again. If I"m not careful to check, it has caused reviewers to tell me that can't click on something like a radio button in a question...turns out it's the border on layer over it. Many times the rectangle is on top of the stack in the left panel so I would think that means it 's on the bottom?Thanks.
