declaration of large number of variables leading to large file size

My html publish creates html pages of like 150kb. Which run slow off a website. If you look at the source of the html files I can see why the files are so large. All the variables in the title are declared on every page. 400 lines of variables being declared. However a copy of the file with someone else creates files of only 28kb. A look at the source shows that only the variables used on that page are declared. i cannot for the life of me work out what the difference is. Some setting in the publish? Just can't work it out. i don't want all the variables in the title being declared on every page of the published html. this means large, slow files.
