Hotspot Action Badge / Notification Circle (number)

If a hotspot has actions in the ON SELECT tab a small badge (circle) appears with a number inside to represent the number of actions (and a list appears on rollover). If the action(s) are removed it disappears.
But if there no actions are in the ON SELECT tab, instead actions are in the ON HOVER IN or ON HOVER OUT tabs, no badge appears. I think a badge number should show up to indicate there are actions present and when you rollover it displays them in a list.

While you're at it, can you make the badge receive mouse click events and activate the Actions pseudo-dialog? Currently it's null and ignores events, meaning that once you add an action, it becomes different and harder to click and reopen the Actions control again.
