Layering Action

Is there an action that can set images to a layer? For example, I have 4 overlapping Text blocks with a white backgroud. Usually, if I want different buttons to show text, I have to have it show one text block, and hide 3 others. I think it would be much easier if I could just have it show one text block, which in turn, gets brought to the front layer and automaticly hides all the rest.
