Generating a random pool of questions and preventing randomizing again

Rather than relying on Lectora's randomization, could you build, say, three different fixed forms of 20 questions each (three different courses), then have your LMS serve up each of the different forms?

I need to build a test, 20 questions out of a pool of 60. Once these are pulled, the user should never see a different set of questions besides these 20. Their enrollement will stay open and htose 20 questions will stay the same until the test is completed. Has anyone ever done this before? The test would probably have to be randomized and graded without using Lectora's built in test features to do it.
