Course Completion

I want to set my course up so that the user has to look at every page in the course in order to obtain completion. I want to be able to keep my drop down table of contents for return users to quickly go to a topic. If I just put the change status to C action on the last page, I dont know that they have looked at every page. I dont want to simply scatter tests in there that they have to pass in order to move forward.
