Bookmarking

Hi all!
Can anyone provide any insight on why a course will not bookmark and ask the learner if they want to resume where they left off when they return to the course? It's like sometimes it works, sometimes it doesn't. I checked the box when publishing, and I know many factors could impact it, but I'm looking to see if we are missing something that could help (our LMS folks are getting a little frustrated and rightfully so).
I am using Lectora 21 Desktop while the LMS is Saba/Cornerstone.

Have you tested this on other LMS's/ScormCloud ? And checked whether its browser-related ? Does it happen in every browser or mainly Safari ? If the latter it might be cookie-restrictions.
