iPad Web-App Scaling

I have a mobile course developed at 320x480. When testing on an iPhone, the course scales properly (aside from a ew bugs), and I am able to save the page as a web-app. When I view the course on an iPad, everything sizes up properly; however, if I atempt to save the page as a web-appon the iPad, the scaling doesn't work. Some pages retain the original size constraints, others stretch to fill only a portion of the screen - no page scales up to full-screen.
Any ideas as to what may be causing this?
