Date Masks in Notifications

When adding text-variables for course/session notifications (undefined), is there a way to apply a mask for the date and time variables? This information is very helpful to include in notifications, but it would be nice to customize how these display.
Not every user is going to know that a start time of 13:00 is 1:00 pm, and it would be nice to display "December 1, 2017" instead of "2017-12-01".
