Over the past several years we have moved away from using a "How to use this course" page or instructions in each course. Although we do know our learner-base pretty well by now, and they have become accustomed to the LMS, our courses and how to use them. Any specific guidance that might be needed for special circumstances or updates is usually provided on the LMS as a general information to users of the system.
Depending on how new your learners are to the online learning experience will dertermine how much instruction they will need. In 1995 we were still showing people how to use a mouse and how to navigate around the screen. So things have come a long way in that respect.
You can also use your tool tips to identify the purpose of a button or navigation element if that helps. When the learner hovers over the object it can define its function real time during the course.
