I mostly put the nav buttons in the upper right corner. The important thing today with the web is that the buttons are always in the same place. People are used to nav stuff at the top of the page - see any web page. Another reason is that it allows you to have a long page once in a while w/o moving the nav.
As to your question re. how to describe the buttons, the best bet is to to take a snapshot of the screen and put your descriptions NEAR where the buttons are. Make it look as much like a real page as possible.
