Google Chrome and SkipNav

I am running Lectora 18.0.2. I am running into an issue where Google Chrome is not "activating" the skipnav action in a course. Everything works perfectly in FireFox and IE.
The following is what happens in Chrome:
- After activating the SkipNav on a content only page, each tab goes/does as follows:
- Empty tab (can’t tell what it is focusing on)
- Back button (only an outline, not the orange focus)
- Next button (again, only an outline)
- Orange focus on TOC
- Orange focus across top navigation (resources, glossary, help, exit)
- Orange focus on Next then Back buttons
- After activating the SkipNav on a page with buttons/links in the content, each tab goes/does as follows:
- Empty tab (can’t tell what it is focusing on)
- Back button (only an outline, not the orange focus)
- Next button (again, only an outline)
- Orange focus on TOC
- Orange focus across top navigation (resources, glossary, help, exit)
- Orange focus on link to another page in the content
- Orange focus on each content button in the appropriate order
- Orange focus on Next then Back buttons

Now when I use the screen reader (NVDA) and arrow down to have text read, it works just fine in Chrome.
Has anyone else run into this or have a solution? I am trying to get the course passed for DHS and they won't until this tab order issue is fixed (or a good reason why Chrome is the issue).
