Tiling background images?

From what I have been able to figure out, it tiles the image if it is smaller than your page size and does NOT tile if the background image is the same size as your page.From what I have been able to figure out, it tiles the image if it is smaller than your page size and does NOT tile if the background image is the same size as your page.
