Making so you can't move past a page without answering a Q

Hi, how can you make it so you can't move past a page within a chapter without answering the question within that page? (The question isn't scored or anything, just a "form" with a "short answer" form where I want to make it so respondents HAVE to type something in that form in order to move to the next page within the chapter.
