Since HTML 5 framesets and frames are obsolete, though browsers still support them.
When is Lectora no longer going to rely on them?

AFAIK current versions of Lectora (v16 for desktop and v3 for Online) do not contain framesets.
Lectora 16.2.1 definitely SCORM publishes to frames.
True. I checked HTML output only. In SCORM, Lectora Online 3.1 does produce a frameset.
