Background image keeps reloading in LMS

I am having a somewhat similar problem. I have created several lessons in Lectora v09 that hold a number of graphics/images on most pages. I published the lessons in SCORM 1.2 and uploaded them to moodle.
The problem is that the lesson pages do not display correctly, meaning that they take too long to appear, especially the first time you visit the lesson. When you visit previously loaded pages for the second/third...etc, time it seems OK.
The graphics are not too big on size, and the same thing happens on the layout images and buttons that are in the title level and for any Lectora shapes. I have tested the lesson on IE 6.0 that was plainly dissapointing, firefox 3.01, IE 7 and IE 8. IE 8 had a better perfomance because at first you do not see anything and then you start seeing each item of the page, whereas on IE 6.0 you can see the image placeholders at first and then gradually they turn into the actual images.
I have uploaded the same lesson on an LMS we have developed within the company, that is not SCORM compliant though, so I published the lesson in plain HTML, and it run seamlessly, almost as if it were running locally on my pc.
The lesson I uploaded in moodle is 4MB in size, so I would not consider it as "heavy" material. (We have uploaded lessons that were 28MB with sound on our LMS that run without a single problem).
I use very low image quality on the compression settings on the publish window options.
Since our clients want to use moodle for the LMS, does anyone have any suggestions? Is it a moodle problem and if yes do you know how I can fix this? Is there something I can configure in Lectora that would fix things?
