Background image keeps reloading in LMS

I'm not sure if this is your solution, but I had a course that did this and it ended up being a text box that when published to html was going to two lines. The now expanded text box dropped below the set screen size of the course and caused the screens to go white when they drew.Go through your course and make sure there are no text boxes near the edge that might cause this. I know it sounds crazy, but that was my experience and solution.
