Adobe Flash Player Security Error

It may not be exactly the same, but has anyone received the following error or something similar:

After publishing to HTML and sending a link for my peers to review the module, they are receiving this error on every page. It is causing every page that has event-driven content to not work properly. The content does not show up at all, even though the audio is playing. If the user clicks the Settings box, it takes them to the Global Security Settings page for Flash Player and allows them to change their preference from "Always Ask" to "Always Allow", eliminating the error. The problem is that the majority of our users do not have admin rights, and therefore cannot change any settings on their pc. Do anyone know another solution or work-around to this problem?
