2004 SCORM limitation?

That option should be available to you. Do you have the course setup as an AICC/SCORM/Coursemill X.X type of title? If you do, you should see an item called an AU in the left hand pane. If you don't see that item, you need to right click on title icon, the top icon in the left hand pane, select properties, content and then the AICC/SCORM/Coursemill option.
