Why does page get jumbled up when viewed in scorm as opposed to html?

I'd like to post an image of how this page is suppose to look and how it looks but I don't know how to do that here so here is my best attempt at words to describe what is happening.
I have a course that has ultimately been published to scorm. When I view it on my computer in scorm, the items on the page are no where near being in the right places. The page is suppose to have navigation buttons in the top right, a TOC dropdown menu in the bottom right, a copyright box in the middle bottom area, and an introtext centered vertically on the right side of the page. In html, this is what I see, however in scorm, the navigation buttons and the introtext is not even on the page, the copyright is in the top right and the TOC is in the top left and does not function.
