Updatable Glossary

One of my designers has requested the following: She uses inline definitions in her trainings and does repeat the glossary terms multiple times. When you roll over a highlighted glossary term a small window pops up with the definition. The problem comes when the definition has to be changed. Right now we're searching the entire training for each entry and manually changing each one. I know there is a way to have one "master" document and have the popup linked to it so only the master has to be updated.
I know it has something to do with the scroll to action but that's as far as I know-- Can someone point me in the right direction?
