Question Creator - Add Submit Button disappears

I noticed that when you create a question using the Question Creator, there is an option to Add "submit" Button. However, if you don't select it when creating the question, it disappears and isn't possible to add later. To get it back you have start over and recreate the question and then delete the old one, which just doubles up work that isn't necessary.
I'd like to see it always available for use, regardless of whether you are creating a question or editing it after the fact.
