Page/Course Title Character Length

I know this is the most basic question but I can't find the answer in the Forum. What is the maximum character length for a Page or Course Title? Also, I know certain characters cause problems when they are included in a title. Is there a complete list of these characters? I think it includes %, $, &, /, ...any others?
