Popup Hyperlink Not Opening in New Window

I have a hyperlink in a popup that is not opening in a new window. Even though I have "Open in New Window" checked, it is opening in the initial popup window that is small. Also it adopts the properties of the initial popup window - e.g., no scrollbars, no resizing, etc. This is a very embarassing design flaw in the program.

I am using Lectora X and the problem occurs when publishing to HTML and SCORM.

Which version of Lectora are you using and how are you publishing?
