Only Prev Page/Next Page actions valid within a test in random mode.

Answering my own post :-)
My buttons that link to pages in the course were at the highest level of my course and thus inherited by everything below it. I failed to consider that it would also be inherited by my quizzes and tests. I went needed to set my quizzes and tests to exclude inheritance of these text boxes.
