Menu subitems appear above menu

In deference to Connie Melamed's article on screen layout for eLearning, (http://theelearningcoach.com/media/graphics/considerations-for-screen-design/) I'm trying to put my navigation items on the bottom of the screen - including a course menu. So, couple questions:
a) What are your thoughts on menus on the bottom of eLearning (near the other navigation elements)?
b) Does Lectora allow subitems in a menu appear above the main element? I'm trying to avoid having to build my own menu :/
