The Mastery Score and the minimum passing score within the test properties are not related. Basically, in the test properties, the minimum passing score is only used to direct the user to the proper page using the when completed/pass and on cancel/fail tabs. The Mastery Score is the actual value the LMS will read from the imsmanifest file to determine the minimum score of the overall course. With SCORM, there is only one test score the LMS uses and that is based on a score of 100. Therefore, if you had ten tests in the title, all to be included in the overall score, the maximum value for all ten tests would be 100. So if you took the first test and got a 100 on it, the actual SCORM score would 10, i.e. 10% of 100. In your case, if you set the Mastery Score to 30 and have one test with ten questions, each question would be worth 10% of the score. So if the user got three questions correct, then the score would be 30 which would equal the Mastery Score you set, so your LMS marks the course as passed. I hope this clears up the Mastery Score, Maximum Score and minimum passing score for you.
