Force Users to Complete a Matching Question

I have a matching question with 4 pairs to match. I want the user to attempt to match all 4 pairs before proceding to the next question. They just have to try to answer the question, I don't need them to answer it correctly. Right now, the user only has to make 1 match and they are able to proceed to the next question.
