Cancel from a Test. Go to specific page.

I have a Test with the standard Cancel button. The default action for the Cancel button is to Exit the Test. I changed the action to go to the 1st page of a specific chapter. "Ensure that student answers all questions on the test" is selected for my test.
In my testing, the Cancel button only works (goes to the 1st page of the chapter) if the student answers the question. Does anyone know how I can setup the Cancel button to work without have the student answer the question?
