Force a user to display all pages of a chapter

We would like our users to read (display) all pages of a chapter before accessing the chapter's review questions. Is there a way to configure the title/chapter to "check" that the user displayed each page? We have the standard navigation buttons (Back, Next, Home) and a menu so they can jump around the course.
