Force Users to Complete a Matching Question

Sorry, used Tab while editing my answer and it submitted it for me!
On the action, use the Else tab to display a message that tells them to answer the whole question.
The reason it doesn't completely work is that they only have to click either the left or right 1, left or right 2, etc. For example, if they chose 1-2 and 2-3, technically, all three numbers are present and it would satisfy the condition. But I don't think a user would figure that out, and they'd think they need to answer the entire question.
I'd be curious to see if anyone else would know a way to make sure they get ALL of the combinations (both 1s, both 2s, both 3s, etc.)
