Audio global on/off button with .flv

I rarely use audio directly imported into Lectora. My most recent course that required audio on every page precluded the use of Flash-based objects because of client parameters. What I experienced was the audio played great the first time. However, going to any page that IE recognized as previously viewed reseulted in the audio starting, the pausing and skipping a second or tow into the audio. This was from HTML publish as well as on the client's LMS.However, I did perform some testing by publishing audio from FLAs to SWFs and had great results. I'm surprised the FLV solution did not work for you.The downside with a SWF is that you don't get an automatic media controller within Lectora (you're importing an animation, not "media"), but you could build one within Flash.
