Wrap Text around images does not work in all views

Does this work for anyone? I can pretty much get it to work in desktop view but it's completely unpredictable in mobile and tablet views. The image goes in front, correct? Random lines end up not wrapping and just get covered by the image. I have nothing overlapping the text and image. No styles are applied. This just doesn't work.
