web 2.0 popup for pages

I would like to present a video on a transparent background (showing the content underneath a little bit). The transparent background should span the whole browser window (not just the page). In short, I would like to build the same behavior as for the web 2.0 popup in Lectora 2008 for question feedback.Does anyone know how to accomplish this?
