flv works in preview mode but not in html

I have the same problem. I imported the same video(wmv) twice, to a page. In other words I put two copies of the video on the same page. I right clicked on one and "converted to FLV". When I publish to html, the one that is FLV shows up as a white rectangle. The other plays with Windows Media player. Must be a browser setting right?
