flv works in preview mode but not in html

When I was having this problem and contacted Trivantis Support, I was told that this was infact normal. Lectora publishes to HTML to be placed on a web server. They are not ment to be viewed on your local machine or a shared drive.My question is that it worked fine in Lectora 2008 SP2, but Lectora v9 is creating this problem. What has changed in the way that the two versions of Lectora publish the files? I have tryed to get the answer from Trivantis Support.
