Printing - what a mess

I need to print out a Cert. in Portrait. Someone from Trivantis contacted me and told me to make the Cert. page 700x525, and I would not have a problem. Most of the Cert. prints, but it is still cutting off. Any suggestions, and no, I cannot have the user change their page setup to Landscape.
