ModVar actions for multiple title sections not working

I have two tracks in my title, track A and track B, so a user will complete them in whatever order and then be directed to the course conclusion when they have completed both tracks.
- I have added the variable of Trackdone to the title.
- I have a a ModVar action on the last page of each track to define that Track A is complete and Track B is complete.
- I have a button on the same page as the ModVar action that, when a user clicks on the button, it will either take them to the to the next page on the condition that variable does not contain the unfinished track, or it will direct them to the summary on the condition that the variable does contain the other track.
- When I preview the title, when I click on the submit button in either track it is not recognizing that I have already completed the other track and directs me to the next page, disregarding the condition and else I've defined to direct me to the summary page if the variable contains A or B.
