I am not sure this would work, but this is what I would try......I would do what you are doing and sending back to, say, page 1. I would have an action on page 1 that says on show of the page go to wherever you want if they have done the test 2 times. On this action I would set a condition to execute that action only on the condition that kounter is equal to 2. As long as kounter is being incremented properly, it should work.
