Bullet images don't always display (Lectora X)

When this happens to me, its because of caching issues/web speeds. The problem isn't tables, is images like gif/jpg and preloading. For some reason this was happening in one global LMS. Due to internal proxy servers and such, images wouldn't load properly all the time. Its very flakey, it would work perfectly, then the same person the next day wouldn't see an image they saw the day before.
The way we fixed it, was to embed the images in SWF files, because of the way loading works with SWF's, it does it differently than normal images.
