Impact of not using JavaScript Title Manager

What are some of the implications of choosing not to use the JavaScript title manager when publishing to SCORM or HTML? I looked at the help and forums and it seems it can have an impact on test results and LMS reporting. I'd like to add a survey that's submitted by email, but got the warning that it cannot be submitted when it's in use.

Any issues would essentially be at the mercy of whatever Java plugin you (or the learner) is running and how it interacts with an LMS or browser.
