Drag and drop not working for some users

Occasionally we get a user who says they can't get drag and drop questions to work. The latest person to complain said he is using Chrome, the pointer switches to a hand, but the text does not drag when clicked. Has anyone else had these complaints? Does anyone know what can cause this to not work for some users? It happens rarely, but I would like to be able to know what causes it and provide a solution.
I have more drag and drops I would like to introduce but might run into resistance if I can't fix the issues some people have with this one.
Edit: Using Vista, kind of old computer. Should that matter?

I know only that IE10 doesn´t drag them in Moodle and ReviewLink.

Really? Not at all? Does anyone else have such issues? I've never had a problem getting it to work on any browser I've tried. I can't replicate this myself. I just don't know what I should tell the odd person who has an issue getting this to work.It's one of the few activities I can use in Lectora (since almost all the games are in Flash). I'm not going to be able to do anything interesting if we get complaints we can't fix.
I have tested to publish the title to html and upload to moodle as a "file" resource instead of a scorm package. Drag and drop questions now work properly in IE 10.

No, it doesn't work like a scorm package it works like the html output, i.e. you can't track the users progress (to the LMS), you can't use Scorm variables, like AICC_Score, AICC_Lesson_Status or get user information via scorm variables, e.g. AICC_Student_Name.
I have tried to upload the dnd questions as a "file" and show these pages in a web window in the scorm package. Although the dnds work when opened separately from the "File" they stop working once the same page is displayed in the web window in the scorm package.

I haven´t got any problems with dnd questions when published to html. Do you have any transitions on them? Just guessing =)

But how to get HTML package work like Scorm package?
I have just tested using dnd questions in a moodle scorm package. I have used all types of dnds that i could think of:
- dragging textfields
- dragging textfields converted to images
- dragging images (created in photoshop)
All three work properly in Firefox and Chrome, none works in IE 10.
It seems to be a problem with IE10 in combination with either moodle or scorm as all dnds work in IE10 when published to html.
Does anyone know a solution / workaround for this?

I should mention that I publish to HTML as we do not have an LMS. These issues are good to know about as hopefully someday we will have one. Most likely that would be Moodle.

No transitions. I have never encountered a problem myself. There are just random people who occasionally say it doesn't work for them. I'm just wondering how to address this as it makes it look like something is wrong with our training. I can only guess it's some additional software they have installed.
Did anyone every find a solution to this? I am experiencing issues grabbing the drag item in any browser all the time.
Make a custom drag/drop using Javascript to fix the IE10 issues on Moodle ?
I probably have to develop that as IE is a main browser for one of my clients and they do use Moodle...
