Completion status in table of contents

Right now the surface issue is that you can't flag the chapter as completed.Behind the scenes is "What is completed?" Different people have different ideas. You got to the last page. You visited every page. You visited most pages. You answered the questions in the chapter correctly. You passed the test that followed the chapter. You simply got through the test that followed the chapter. ....
