TOC - Progress Bar

You are correct in that you will need to use a Custom progress bar. Without seeing your course, I cannot tell you where to put the progress bar. I usually structure my courses like this:
Content Chapter
Test Chapter
Test Results Chapter
Popup pages Chapter
If you have a similar structure and want a progress bar for the Content chapter, put the bar at the chapter level in the content chapter. Add an action to it:
On: Show; Action: Set Progress Bar; Target: your progress bar; Value: Var(PageInChapter)
