Making buttons static

Good morning,
I have a file that has multiple org charts within it - I used the button wizard for all the 'positions' since some of them become interactive when they are clicked. For those that have no interativity, I simply made the highlight colours the same as the rest-state colours, thus leading me to think there would be no change in the button. However, when I publish to html, those buttons that should not have any effect, although nothing happens when you roll over them, you can still click them (there is a small visual change in the button when clicked) and, of course, get nothing (which I'm afraid may confuse our learner). Is there a way to make those buttons static, where they can't even be clicked, or do I have to recreate them all with shapes and text boxes (scary thought)?
