Go to Web Address is adding characters to URL when viewing in browser

We have a survey at the end of our course. So I created a transparent button to go to this URL when clicked. The link adress works fine in preview, but when i preview in the browser or publish it replaces and adds some characters to my URL causing the link to not work. For example...
Correct Link: http://vista-survey.com/survey/v2/survey2.dsb?ID=3037944591
And this is the link that displays when viewing in browser or after publish: http://vista-survey.com/survey/v2/survey2.dsb%3FID%3D3037944591
Any thoughts??
BTW, this course evaluation worked earlier this week with no issues, and i did check our other courses to ensure their links work and that it is not an IE issue in our company. I do think i installed some Lectora updates and wonder if that might have changed some settings when using URLs??
