Disable Popup Blockers

Based on research I was doing here this week on the same topic, I'd say that it appears that the short answer is "no."

We don't have a problem with pop-ups that are within the course (pages embedded in the course opened in a separate window) being blocked, only pop-ups that launch an external file. The work-around we implemented was to instruct the learner to Ctrl-click the link that launches the pop-up window. (Ctrl-click overrides the pop-up blocker.)
