Completed Status Doesn't retain if return to course after completing

Unless your LMS allows for re-entry without re-registering for a completed course the LMS will treat a re-entry as another attempt at the course which will automatically record it as a new event and the variables will be tracked accordingly. This has really nothing to do with the course, but the LMS itself.
If you want to allow users t access the course after the fact as a reference then what I would suggest is to create an HTML version of the course minus the testing and provide the link to it at the end of the actual course. Make sure you put a watermark on the reference course to identify it as a reference and not the course for credit, because someone will send the link to someone else and they will be "sure' they took the course. I've done this a few times and it works ok. I keep the reference course in the same folder on my server as the version to be launched through the LMS. It's not pretty but it works.
